The government of the Republic of Belarus and the Government of Turkmenistan which are hereinafter referred to as with the Parties
in view of importance of development of geodesy and cartography for social and economic development of the countries,
wishing to create the legal basis for cooperation in the field of geodesy, cartography, remote sensing of Earth that will promote use of results of such cooperation for economic and social benefit of the states of the Parties,
agreed as follows:
On the basis of this agreement of the Party agreed to perform cooperation in the field of geodesy, cartography, remote sensing of Earth.
The cooperation provided by this agreement will be performed in the following directions:
exchange of scientific and technical and production information;
implementation of joint research, experimental and production operations;
carrying out the joint space shootings necessary for both Parties, and data exchange of remote sensing of Earth;
preparation and advanced training of personnel for performance of works on geodesy, cartography, remote sensing of Earth;
exchange on the basis of bilateral agreements initial geodetic, cartographic materials and materials of space shootings on territorial accessory, except for the materials which are the state secret of the states of the Parties;
joint development of standards for certification and metrological support of geodetic and photogrammetric tools, devices and other equipment for the purpose of increase in efficiency and reliability of land production;
other directions of cooperation which will be acknowledged the Parties reasonable.
The cooperation will be performed in the following forms:
development and implementation of joint programs and projects in the directions specified in Article 1 of this agreement;
holding meetings, conferences, symposiums, seminars and consultations;
publication of joint reports, Articles and monographs;
exchange of legislative and other regulatory legal acts, methodical, scientific and technical literature in the field of geodesy, cartography, remote sensing of Earth;
carrying out joint research operations and creation of joint information systems on geodesy, cartography and space shootings;
work on the basis of the civil agreements and contracts signed by the Parties or their state bodies and subjects, rendering consulting services.
The cooperation can be also performed in other forms approved during implementation of this agreement.
The parties are appointed the competent state bodies responsible for implementation of this agreement:
from the Belarusian Side - the State committee on property of the Republic of Belarus,
from the Turkmen Side - the Ministry of Defence of Turkmenistan.
In case of appointment of other responsible competent state body of the Party in the shortest possible time in writing notify on this each other through diplomatic channels.
For coordination of sales activity of this agreement of the Party create the Mixed Belarusian-Turkmen commission on cooperation in the field of geodesy, cartography, remote sensing of Earth (further - the Commission).
After entry into force of this agreement of the Party within six months notify each other on appointment of cochairmen of the Commission, cochairmen of the Commission create its structure.
The commission will act on the basis of the Provision approved at its first meeting.
The commission develops and approves programs of cooperation between the Parties in the directions specified in Article 1 of this agreement coordinates their accomplishment and makes joint decisions on development of cooperation.
Financial conditions of cooperation and realization of joint projects are considered in each separate case within the budget opportunities of the Parties, and also state bodies competent for this purpose.
When sending agents of the parties for participation in commission sessions and meetings for work within adopted agendas of cooperation in the directions specified in Article 1 of this agreement, the sending Party incurs expenses on journey, food and accommodation of the representatives. The host party incurs the expenses connected with the organization and carrying out the commission sessions and other meetings following from the work plan of the Commission.
