The government of the Republic of Belarus and the Government of the Republic of Latvia which are hereinafter referred to as with the Parties
carrying out the Declaration on the principles of good-neighbourhood between the Republic of Belarus and the Republic of Latvia of December 16, 1991,
proceeding from desire of development and deepening of cooperation between the people of both states,
considering the developed family, economic and other relations of the border population,
agreed as follows:
The terms applied in this agreement have the following value:
"the border territories" - the territories of rural and settlement Councils of deputies of the Republic of Belarus and the volosts of the Republic of Latvia adjacent to the Belarusian-Latvian border;
"border settlements" - located in the border territories of the farm, village, village, settlements and (or) other places of permanent residence of people;
"the border population" - citizens of the Republic of Belarus and Latvia, and also stateless persons, including the persons having the status not of the citizen of Latvia, constantly living in border settlements at least six months;
"relatives" - the part of the border population which is concerning the border population of the adjacent state in such family relations as parents, children, the family and stepbrothers and sisters, husbands, wives, grandmas, great-grandmothers, grandfathers, great-grandfathers, grandsons, great-grandsons, uncles, aunts, nephews (nieces), sons-in-law, daughters-in-law, brothers-in-law, fathers-in-law (mothers-in-law), fathers-in-law (mothers-in-law), the adopted (adopted) children, adoptive parents;
"competent authorities of the border territories" - rural and settlement Councils of deputies of the Republic of Belarus and volost councils of the Republic of Latvia;
"bodies of issue of visas" - Embassy of the Republic of Belarus in the Republic of Latvia, Embassy of the Republic of Latvia in the Republic of Belarus, Consulate general of the Republic of Belarus in Daugavpils, Consulate of the Republic of Latvia in Vitebsk.
This agreement establishes the simplified procedure for issue of visas to the border population for stay in the border territory of the adjacent state because of holding the cultural and mass, sporting and other events organized by educational institutions and preschool institutions, real estate holdings in the border territory, appointments to relatives, heavy disease or the death of the relative, visit of places of burials of relatives, rendering medical and other care, execution of ceremonies and local customs, to other reasons causing the need of the population for stay in the border territory of the adjacent state.
Each of the Parties has the right to refuse to the representative of the border population of the state of other Party in the entry visa or to reduce the term of its stay in the territory of the state, without explaining motives of the decision.
Crossing of border the border population is performed through the check points determined by the Agreement between the Government of the Republic of Belarus and the Government of the Republic of Latvia on check points of August 18, 1993 according to the documents, valid for trips abroad, in the presence of visas.
Issue of visas for the border population according to this agreement is performed by bodies of issue of visas based on lists of persons of the border population (further - lists) in which the departure purpose is specified the territory of the adjacent state. Lists are constituted by competent authorities of the border territories of the state of one Party and after coordination with competent authorities of the state of other Party issues of visas are reported to the authorities.
In some cases the visa can be issued by provision directly in bodies of issue of visas of the documents confirming purpose of visit and accommodation in the border territory.
To the border population single or repeated free visas are issued. Effective period is established on the principle of reciprocity.
For receipt of a visa the following documents are filed to bodies of issue of visas:
1. For citizens of the Republic of Belarus:
the passport of the citizen of the Republic of Belarus which is drawn up in accordance with the established procedure for trip abroad.
For the persons without citizenship who are constantly living in the Republic of Belarus:
the travel document of the Republic of Belarus issued to the foreign citizen and the person without citizenship who are constantly living in the Republic of Belarus.
For citizens of Latvia:
