This Law fixes according to the principles adopted at the 46th session of the General Assembly of the United Nations on December 3, 1992, the status of veterans of war, work, armed forces, law-enforcement bodies, the border service, state security and foreign intelligence, basis of state policy of the Azerbaijan Republic concerning veterans. The law regulates the group of people, the veterans using privileges, and also field of activity of the veteran organizations, establishes guarantees of active participation of veterans in all spheres of life of society depending on their physical capacities.
State policy concerning veterans is based on the basis of the following principles:
ensuring social and legal security;
secured provision at the level of not lower than minimum wage;
creation of conditions for maintenance of physical and mental health, active longevity;
provision of housing;
provision to each veteran of social services which types and quality provide satisfaction of compelling needs;
implementation of right to work without any limit depending on the state of health, creation of necessary conditions for participation in socially useful activities;
assistance of activities of the veteran organizations, involvement of veterans to direct participation in forming and the realization of policy and programs concerning all society and in particular veterans.
The legislation of the Azerbaijan Republic on veterans consists of this Law and other legal acts of the Azerbaijan Republic establishing the rights and privileges to veterans in social, transport servicing, delivery of health care and other spheres.
Veterans of war are recognized:
the persons who were involved in fighting on protection of the Fatherland in the years of World War II as a part of field army (fleet), guerrilla connections and undergrounds, and also being involved in local wars and the military conflicts in the territory of other countries as a part of forming and as specialists and advisers of Armed Forces, Committee for State Security, Ministry of Internal Affairs of the former USSR;
persons who were involved in fighting for territorial integrity of the Azerbaijan Republic;
persons who were taking part in armed struggle with bands from January 1, 1944 to December 31, 1951 in the territory of Ukraine, Belarus and the Baltic republics;
the persons who are constantly living in the territory of the Azerbaijan Republic, being involved in fighting against fascist Germany, her allies and imperialistic Japan in the years of World War II in the territory of foreign countries as a part of national armies, guerrilla groups;
workers of the special forming which were carrying out in the years of World War II tasks for the benefit of army and the fleet within rear borders of the operating fronts or operational zones of the operating fleet;
the military personnel who was in 1941-1945 in the military service in the former Soviet army (fleet), in law-enforcement bodies and state security, but not taking part in fighting.
persons working in the years of World War II during the Siege of Leningrad at the companies, in organizations and the organizations of the city and awarded with the medal "For Defense of Leningrad", the breastplate "The resident of besieged Leningrad".
The list of the territories and the periods of conducting fighting for territorial integrity of the Azerbaijan Republic, and also the list of categories of the faces carried to combatants for territorial integrity of the Azerbaijan Republic affirm relevant organs of the executive authority.
