For the purpose of ensuring execution of Items 2.1 and 2.3 of the Presidential decree of the Azerbaijan Republic of April 8, 2009 "About approval of descriptions, specifications and samples of allowing certificates for temporary or permanent residence in the territory of the Azerbaijan Republic, and also decisions on prolongation of term of temporary stay in the Azerbaijan Republic of foreigners and stateless persons" the Cabinet of Ministers of the Azerbaijan Republic decides No. 78:

1. Approve "Rules of accounting of forms of allowing certificates for temporary or permanent residence in the territory of the Azerbaijan Republic, and also decisions on prolongation of term of temporary stay in the Azerbaijan Republic of foreigners and stateless persons as documents of the strict reporting" (are applied).

2. Charge to the Ministry of Finance of the Azerbaijan Republic and the Public Migratory Service of the Azerbaijan Republic to provide preparation in the procedure for forms of allowing certificates established by the legislation for temporary or permanent residence in the territory of the Azerbaijan Republic, and also decisions on prolongation of term of temporary stay in the Azerbaijan Republic of foreigners and stateless persons as documents of the strict reporting and to inform on it the Cabinet of Ministers of the Azerbaijan Republic.

3. This resolution becomes effective from the date of signing.

1. General provisions

These rules establish accounting treatment for forms of allowing certificates for temporary or permanent residence in the territory of the Azerbaijan Republic, and also decisions on prolongation of term of temporary stay in the Azerbaijan Republic of foreigners and stateless persons (further - certificates and decisions) as documents of the strict reporting.

2. Ordering procedure, storages and receipts of certificates and decisions

2.1. The order according to the legislation of forms of certificates and decisions is performed by the Ministry of Finance of the Azerbaijan Republic according to the requirement provided by the Public Migratory Service of the Azerbaijan Republic. Expenses in connection with production of forms of certificates and decisions are financed by the means provided in the government budget for the corresponding purposes on the Ministry of Finance of the Azerbaijan Republic.

2.2. The Ministry of Finance of the Azerbaijan Republic provides provision of forms of certificates and decisions to the Public Migratory Service of the Azerbaijan Republic based on its address.

3. Accounting of forms of certificates and decisions

3.1. The public Migratory Service after every quarter to the 20th day of the next month submits in the Ministry of Finance of the Azerbaijan Republic the report on forms of the certificates and decisions issued within quarter in the form approved by the Ministry of Finance of the Azerbaijan Republic.

3.2. Accounting of forms of certificates and decisions as documents of the strict reporting is conducted in stipulated by the legislation procedure with storage in warehouse of the Public Migratory Service of the Azerbaijan Republic. Forms of certificates and decisions are issued from warehouse on permission of the head of the Public Migratory Service of the Azerbaijan Republic to advance holders (contractors) based on the invoice. Responsible persons are determined by management of the Public Migratory Service of the Azerbaijan Republic.

3.3. Primary accounting of forms of certificates and decisions is conducted in the registration book. Pages of the book of registration of forms of certificates and decisions are consistently numbered, stitched and on the last page signatures of the head and chief accountant of the Public Migratory Service of the Azerbaijan Republic and seal are appended. When maintaining the registration book on the computer, data are processed at the end of the accounting period (month, quarter or year) in the above-stated procedure.

3.4. It is not allowed to tear, soil forms of certificates and decisions or to make on them corrections.
