About approval of the Regulations on the non-staff (public) inspector on questions of forming and maintaining insurance fund of documentation

For the purpose of ensuring realization of the powers of the State technical inspection of State department of insurance fund of documentation determined by the Regulations on the State technical inspection of State department of insurance fund of documentation approved by the resolution of the Cabinet of Ministers of Ukraine of October 26, 2001 N 1447, I ORDER:

1. Approve Regulations on the non-staff (public) inspector on questions of forming and maintaining insurance fund of documentation it (is applied).

2. To the chairman of State department of insurance fund of documentation Stepanenko V. L. in a month to develop and approve in accordance with the established procedure the Training program and training of non-staff (public) inspectors on questions of forming and maintaining insurance fund of documentation.

3. To State department of insurance fund of documentation (Stepanenko V. L.) and (Sukhomlin O. M.) to provide to Legal support division provision of this order on state registration in the Ministry of Justice of Ukraine.

4. To impose control over the implementation of this order on the deputy minister Kostinyuk B. I.

Regulations on the non-staff (public) inspector on questions of forming and maintaining insurance fund of documentation

1. General provisions

1.1. The regulations on the non-staff (public) inspector on questions of forming and maintaining insurance fund of documentation (further the Provision) are developed according to Item 7 of the Regulations on the State technical inspection of State department of the insurance fund of documentation approved by the resolution of the Cabinet of Ministers of Ukraine of October 26, 2001 N 1447, and determine tasks, functions, the rights and obligations of non-staff (public) inspectors on questions of forming and maintaining insurance fund of documentation (the daleevneshtatny inspector).

1.2. The non-staff (public) inspector on questions of forming and maintaining insurance fund of documentation - the worker performing work on bezoplatny basis without its transfer in staff of the State technical inspectorate of State department of insurance fund of documentation (further - State department of SFD).

1.3. The organization of activities and management of non-staff inspectors are performed by the State technical inspection of State department of SFD (further - Inspection).

1.4. Directly the state inspector on questions of forming and maintaining insurance fund of documentation (further - the inspector) exercising control of compliance with law of Ukraine in the state system of insurance fund of documentation in the fixed region or in the respective area directs work of the non-staff inspector.

2. Procedure for selection of non-staff inspectors, acquisitions and terminations of powers

2.1. Non-staff inspectors are nominated by Inspectorate for the free choice of applicants.

2.2. The specialist having the higher education, length of service at least three years and desire to carry out explanatory and scheduled maintenance on a voluntary basis concerning the prevention of violations by subjects of the SFD state system when forming and maintaining insurance fund of documentation can be the non-staff inspector.

2.3. The non-staff inspector is appointed by the order of State department of SFD for the term of no more than three years based on its statement and written consent of the head on place of employment.

2.4. According to the petition of the chief of Inspection the validity of powers of the non-staff inspector can be extended by the order of State department of SFD for the same term.

2.5. Before the admission to independent work the non-staff inspector shall be trained according to the program approved by State department of SFD.

2.6. The certificate of the established sample with indication of effective period is issued to the non-staff inspector (appendix) which is withdrawn after deprivation of the right of the non-staff inspector to perform this work.
