The State Tax Committee of the Republic of Uzbekistan and Customs Department of the Republic Georgia which are hereinafter referred to as with the Parties
in view of role of customs authorities in suppression of illicit trafficking in drugs and psychotropic substances,
aiming to develop mutual cooperation in this area,
agreed as follows:
The parties, on condition of the compliance with laws and rules existing in their states within this agreement will cooperate in area of the prevention, suppression and investigation of illicit trafficking in drugs and psychotropic substances.
The parties will exchange:
a) information on methods of fight against drug trafficking;
b) experience of use of technical means;
c) specialists for the purpose of training in methods of fight against drug trafficking;
d) scientific publications and education guidances concerning fight against drug trafficking;
e) information on new types and production sites of drugs, routes of their illegal transportation and methods of their concealment;
g) information in the field of identification and the laboratory analysis of narcotic and psychotropic substances.
The parties communicate:
a) about the suspects or famous persons who are engaged in illicit trafficking in drugs and psychotropic substances;
b) about the vehicles, freights and mailings used in illicit trafficking in drugs and psychotropic substances, the following by en route through the territory of the state of one of the Parties in another.
The parties within the competence and technical capabilities will perform observation for:
entrance and departure of persons suspected of participation, illicit trafficking in drugs and psychotropic substances;
freights, vehicles and mailings, suspects that they are used in such illicit trafficking.
Results of observation are reported to other Party.
The parties will cooperate in scope of method of controlled delivery or other similar methods.
Decisions on use of controlled deliveries are made in each separate case, according to the current legislation of the states of the Parties.
The parties will take all measures for provision to judicial and investigating authorities of the states of the Parties of materials, expert opinions and other data on the elicited facts.
Between the Parties it will be corresponded in Russian.
Exchange of information will be made through the following bodies of communication:
in the Republic of Uzbekistan - the Head customs authority of the State Tax Committee of the Republic of Uzbekistan;
in the Republic Georgia - Customs Department of the Republic Georgia;
Management on fight against smuggling and customs offenses.
Inform each other on any changes in bodies of communication of the Party.
This agreement becomes effective from the date of its signing.
This agreement is signed for a period of five years, considering from the date of the introduction it in force and every time will be prolonged automatically for the next five-year periods if any of the Parties does not declare in writing the desire to terminate in six months prior to the expiration of such five-year period.
It is made in the city of Tashkent on September 4, 1995 in duplicate, everyone in the Uzbek, Georgian and Russian languages, and all texts are equally authoritative.
For the purposes of interpretation of this agreement the text in Russian is used.
