About creation of Coordination council concerning management of public finances

According to article 69 of the Constitution of the Republic of Tajikistan and for the purpose of increase in system effectiveness of public finances and acceleration of social and economic development of the country I decide:

1. Form Coordination council concerning management of public finances in the following structure:

The Minister of Finance of the Republic of Tajikistan is the Chairman of the board;

The Minister of Economic Development and Trade of the Republic of Tajikistan is the Vice-chairman of Council.

Members of council:

Minister of Justice of the Republic of Tajikistan;

Chairman of the State committee on investments and management of state-owned property of the Republic of Tajikistan;

Chairman of the State committee of statistics of the Republic of Tajikistan;

The chairman of National Bank Tajikistan (in coordination);

The first deputy Direktora Agentstva on the state financial control and fight against corruption of the Republic of Tajikistan;

Senior adviser to the President of the Republic of Tajikistan for economic policy;

The chairman of the Tax Committee under the Government of the Republic of Tajikistan;

The chief of Customs Service under the Government of the Republic of Tajikistan;

The responsible secretary of Council (the Head of the Secretariat of Council) appointed by the Chairman of the board.

2. Approve the enclosed Provision of Coordination council concerning management of public finances.

3. To the chairman of Coordination council concerning management of public finances to create the Secretariat under Council for the purpose of ensuring overall performance of Coordination council in a month.

4. To the ministries, departments and local executive bodies of the government to provide to Coordination council concerning management of public finances the required information and expert support necessary for its activities.

Provision of Coordination council concerning management of public finances

I. General provisions

1. The coordination council concerning management of public finances (further - Council) is the advisory advisory body responsible for development of Strategy of management of public finances (further UGF), the Action plan and for carrying out management reform by public finances within the approved Strategy of management of public finances.

II. Purposes and tasks of Council

3. The purpose of Council consists in rendering assistance to the Government of the Republic of Tajikistan in reforming of management system public finances for increase in efficiency of public finances and acceleration of social and economic development of the country.

4. For achievement of effective objective Council is faced by the following tasks:

- provide timely development and promote acceptance of Strategy of management of public finances and the detailed Action plan for strategy implementation of management of public finances;

- provide timely implementation of actions within the Action plan of Strategy of management of public finances;

- harmonize management reform by public finances with the current industry reforms;

- perform monitoring of implementation process of Strategy of management of public finances.

III. Functions and powers of Council

5. Functions of Council include:

- decision making concerning carrying out management reform by public finances within the approved strategic documents: National strategy of development, Strategy of reducing poverty and Strategy of reforming of system state managements and Strategy of management of public finances;

- ensuring timely development, acceptance and strategy implementation of management of public finances and the detailed Action plan for strategy implementation of management of public finances, including determination of the sequence of actions within management reform by public finances;

- approval of regularly updated Action plan of Strategy of management of public finances;

- ensuring coordination of activities of state bodies and carrying out monitoring of the course of implementation of measures within the Strategy of management of public finances;

- mobilization of donors for effective implementation of actions within the Strategy of management of public finances and coordination of mechanisms of its realization;

- determination of scale, the sequence and format of technical assistance which will be provided by donors on carrying out management reform by public finances;
