The State Parties of the Commonwealth of Independent States which are hereinafter referred to as with the Parties
considering historically developed good-neighbourhood,
welcoming development and strengthening of direct economic, cultural, humanitarian connections between the border territories of the Parties,
aiming at creation of climate of trust, mutual understanding and neighborliness between the population of the border territories of the Parties, to simplification of mutual communication of the authorities interested in it, business community, business entities and national groups,
being guided by the principle of mutual advantage,
agreed as follows:
For the purposes of this Convention the used terms have the following values:
frontier cooperation - the coordinated actions directed to strengthening and encouragement of good-neighbourhood between the border territories, the conclusion according to the legislation of the Parties of the agreements necessary for achievement of these purposes;
the border territories - the territories or the part of the territories of administrative-territorial formations of the Parties adjacent to frontier of the Parties and determined as those according to their national legal system or international treaties which participants they are;
competent authorities - the authorities of the Parties given the corresponding competence and authority of the sphere of frontier cooperation;
The frontier cooperation is based on the following principles:
mutual respect of sovereignty, territorial integrity of the Parties;
immunity of frontiers;
mutual respect of the national legal system of the Parties;
not harming health of citizens and environment, damage to economic and other interests of the Parties;
mutual advantage of the Parties;
peaceful resolution of demarcation disputes;
non-interference to internal affairs of other State Parties of the CIS, not being participants of this Convention;
respect of the rights and freedoms of citizens of the State Parties of the CIS;
coordination of actions of participants of frontier cooperation.
The frontier cooperation is performed mainly on the basis of the agreements between competent authorities signed within their competence with compliance with law of the Parties and rules of international law.
The signed agreements between the governments of the Parties and competent authorities can be based on standard agreements concerning the organization of frontier cooperation.
For the purposes of this Convention of the Party can create joint bodies for frontier cooperation according to the procedure, established by the national legal system of the Parties.
Each of the Parties informs other Parties of the powers which are rather conferred to competent authorities on implementation of frontier cooperation, the created joint bodies for frontier cooperation and their powers regarding implementation of this cooperation.
For the benefit of development of the border territories of the Party promote development of the following activities:
to creation in the border territories of special or special economic zones (free economic zones);
to border trade, ensuring its safety;
to holding by competent authorities joint actions for monitoring and environmental protection, including the cross-border rivers, and to rational use of natural resources, ensuring sanitary and epidemiologic, ecological, veterinary and sanitary wellbeing of the population, and also on protection of the territories from drift of infectious diseases of animals;
to development of joint programs for protection of the population and the territories from emergency situations of natural and technogenic nature, and also integration of systems of the prevention and liquidation of emergency situations of natural and technogenic nature of the border territories for the purpose of increase in efficiency of emergency response, the having cross-border consequences;
to rendering by the Parties support to the compatriots living in border areas in preserving and expansion of humanitarian communications;
to coordination of efforts on increase in efficiency of protection and protection of frontiers of the Parties;
to implementation of investment projects;
to technological cooperation;
to agricultural industry and food supply;
to information technologies and communication;
to town planning and municipal services;
to population shift regulation;
to work market grouping;
to health care;
to scientific and humanitarian cooperation;
to culture and sport;
to implementation of frontier representative activities with boundary representatives of the adjacent states;
exhibition and fair activities.
The parties can perform frontier cooperation in other directions of frontier cooperation.
The parties according to the national legal system take the measures directed to simplification of procedures boundary, customs, immigration (migratory) and other types of control for the purpose of increase in efficiency of frontier cooperation.
