About legal succession of Ukraine

Article 1. From the moment of declaration of independence of Ukraine by the supreme body of the government of Ukraine the Supreme Council of Ukraine in deputy structure of the Supreme Council of the Ukrainian SSR is.

Article 2. Before adoption of the new Constitution of Ukraine in the territory of Ukraine the Constitution (Fundamental law) of the Ukrainian SSR is effective.

Article 3. The laws of the Ukrainian SSR and other acts adopted by the Supreme Council of the Ukrainian SSR act on the territory of Ukraine as they do not contradict the laws of Ukraine adopted after declaration of independence of Ukraine.

Article 4. The state governing bodies, bodies of prosecutor's office, courts and Arbitration Courts created based on the Constitution (Fundamental law) of the Ukrainian SSR are effective in Ukraine before creation of state governing bodies, bodies of prosecutor's office, courts and Arbitration Courts based on the new Constitution of Ukraine.

Article 5. The frontier of USSR delimiting the territory of Ukraine from other states and border between the Ukrainian SSR and the Belarusian SSR, RSFSR, the Republic of Moldova as of July 16, 1990 is frontier of Ukraine.

Article 6. Ukraine confirms the obligations according to the international treaties signed by the Ukrainian SSR before declaration of independence of Ukraine.

Article 7. Ukraine is legal successor of the rights and obligations according to the international treaties of USSR which are not contradicting the Constitution of Ukraine and interests of the republic.

Article 8. Ukraine agrees to foreign debt service of USSR as of July 16, 1990 in the part determined by the special interstate agreement.

Ukraine does not incur obligations according to credit agreements and the agreements of USSR signed after July 1, 1991 without the consent of Ukraine.

Article 9. All citizens of USSR who were constantly living at the time of declaration of independence of Ukraine in the territory of Ukraine are citizens of Ukraine.

Ukraine guarantees ensuring human rights to each citizen of Ukraine irrespective of national identity and other signs according to international legal acts of human rights.

The procedure for preserving, acquisition and loss of citizenship of Ukraine is regulated by the Law on citizenship of Ukraine.
