Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of the relations in the field of patronage.

Article 2. Legislation on patronage

The legislation on patronage consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about patronage then are applied rules of the international treaty.

Article 3. Scope of this Law

Operation of this Law extends to the relations arising when implementing charity for the purpose of cultural development and art.

Article 4. Basic concepts

In this Law the following basic concepts are applied:

patronage (philanthropic activities) - the charity performed by physical persons and legal entities in the sphere of culture and art, and also science, education, education and other activities connected with cultural development and arts;

the patron - the physical person or legal entity performing philanthropic activities;

the receiver of philanthropic support - the physical person or legal entity performing the activities connected with preserving and cultural development and arts due to philanthropic support;

philanthropic support - the property transferred to receivers of philanthropic support, and also the works performed for them, the rendered services and other types of support by patrons within philanthropic activities on a grant basis or preferential terms.

Chapter 2. Purposes, principles and guarantees of philanthropic activities

Article 5. Purposes of implementation of philanthropic activities

Philanthropic activities are performed for the purpose of:

creations of conditions for preserving, protection and use of objects of cultural heritage of the Republic of Uzbekistan;

supports of professional activity in the sphere of culture and art;

participations in implementation of the state and other programs, projects in the field of preserving, protection and use of objects of cultural heritage of the Republic of Uzbekistan;

supports of young talents and figures in the sphere of culture and art;

expansions of moral and other incentives for participation of physical persons and legal entities in cultural development and arts.

Philanthropic activities can be performed also in other purposes connected with cultural development and arts.

Article 6. Basic principles of philanthropic activities

Philanthropic activities are performed on the basis of the principles of legality, voluntariness, humanity and reliability of the reporting.

Philanthropic activities shall be performed according to the Constitution of the Republic of Uzbekistan, this Law and other acts of the legislation.

The principle of voluntariness consists in provision to patrons of the right to give philanthropic support and receivers of philanthropic support of the right to receive or not to receive it without forced impact from the third parties.

Philanthropic activities are based on aspiration to forming in the society of the humanized habitat of the person, to ensuring freedom of its creative activities.

Patrons and receivers of philanthropic support shall keep reliable account in processes of provision and use of philanthropic support.

Article 7. Guarantees of philanthropic activities

Physical persons and legal entities have the right to perform freely philanthropic activities on the basis of voluntariness and liberty of choice of its purposes.

Physical persons and legal entities have the right to participate freely in philanthropic activities individually or having united, with education or without formation of charitable organizations.

Nobody has the right to limit liberty of choice of the purposes of philanthropic activities and forms of its implementation established by this Law.

Chapter 3. Philanthropic activities

Article 8. Subjects of philanthropic activities

Subjects of philanthropic activities are patrons and receivers of philanthropic support.

Residents and nonresidents of the Republic of Uzbekistan can be patrons.

Residents of the Republic of Uzbekistan can be receivers of philanthropic support.

Article 9. Participation of mass media in philanthropic activities

Mass media can:

cover the actions aimed at the development of philanthropic activities, including at increase in information and legal culture of the population in the field of culture and art;

exercise public control over execution of the legislation on patronage;

interact with bodies and the organizations of the sphere of culture and art, and also subjects of philanthropic activities for questions of cultural development and art.

Mass media can participate also in other actions according to the legislation.
