In pursuance of resolutions of the President of the Republic of Uzbekistan of July 1, 2019 No. PP-4381 "About measures for further enhancement of estimative activities and simplification of mechanisms of realization of low-profitable and non-producing plants with the state participation", of June 1, 2018 "About measures for further market development of estimative services" and of February 15, 2019 No. PP-4193 "About measures for further complex development of national system of rendering the state services" the Cabinet of Ministers decides No. PP-3764:

1. Approve Administrative regulations of rendering the state services in assignment of categories to appraisers according to appendix.

2. To agency on management of the state assets of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

3. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan concerning investments and foreign economic relations E. M. Ganiyev and the director of the Agency on management of the state assets of the Republic of Uzbekistan S.Kh. Bekenov.

Administrative regulations of rendering the state services in assignment of categories to appraisers

Chapter 1. General provisions

1. These Administrative regulations of rendering the state services in assignment of categories to appraisers (further - Administrative regulations) determine procedure for assignment of categories to appraisers.

2. In these Administrative regulations the following concepts are applied:

category of the appraiser - the level of professional qualification of the appraiser;

the qualification certificate of the appraiser (further - the qualification certificate) - the document granting the right to physical person to perform property assessment in accordance with the established procedure;

professional public organizations in the field of estimative activities - Association of the estimative organizations and Society of appraisers of Uzbekistan;

Association of the estimative organizations - the public organization combining legal entities - the estimative organizations having licenses for the right of implementation of estimative activities;

Society of appraisers of Uzbekistan - the public organization combining physical persons - the appraisers having qualification certificates of appraisers;

the certified appraiser (further - the appraiser) - the physical person having the qualification certificate of the appraiser issued by authorized body on regulation of estimative activities in accordance with the established procedure;

the job seeker of category of the appraiser (further - the job seeker) - the certified appraiser applying for receipt of category of the appraiser;

authorized body on regulation of estimative activities (further - authorized body) - Agency on management of the state assets of the Republic of Uzbekistan.

3. The authorized body appropriates to the certified appraisers the following categories:

appraiser of the second category;

appraiser of the first category;

appraiser of the highest category.

Assignment of categories to appraisers is performed according to the scheme according to appendix No. 1 to these Administrative regulations.

4. Job seekers for receipt of categories of the appraiser shall meet the following mandatory requirements:

the second category - experience of work in the estimative organization as the appraiser at the time of assignment of category at least one year, and also accomplishment independently at least 15 assessment works, including valuation reports of different objects of assessment and expert opinions according to valuation reports, with indication of quantity recognized doubtful according to the legislation;
