Article 1. Subject of regulation of this Federal Law

This Federal Law governs the relations connected with creation, operation, use of artificial islands, installations, constructions, registration of the specified objects and rights to them, carrying out drilling operations, laying of underwater cables, pipelines within the Russian sector of the Caspian Sea.

Article 2. The basic concepts used for the purposes of this Federal Law

For the purposes of this Federal Law of the concept "artificial islands", "installations, constructions" are applied in that value in what they are used in the Federal Law of July 31, 1998 No. 155-FZ "About internal sea waters, the territorial sea and contiguous zone of the Russian Federation".

Article 3. Creation, operation, use and registration of artificial islands, installations, constructions, carrying out drilling operations, laying of underwater cables, pipelines

Registration of the artificial islands located within the Russian sector of the Caspian Sea, installations, constructions and the rights to them (except for floating (mobile) drilling rigs (platforms), sea floating (portable) platforms) is performed according to the procedure, established by the Government of the Russian Federation.

Article 4. About introduction of amendments to the Federal law "About Internal Sea Waters, the Territorial Sea and Contiguous Zone of the Russian Federation"
