2. Recognize invalid the orders of the Government of the Republic of Tajikistan "About establishment of official pay rates to workers of medical and sanitary part of Financial and economic management of executive office of the President of the Republic of Tajikistan" of July 18, 1996, No. 329 and "About streamlining of official pay rates to workers of medical and sanitary part of Financial and economic management of executive office of the President of the Republic of Tajikistan" of January 23, 1997, No. 53.

3. Enact this resolution since April 1, 2019.

1. General provisions

1. This Instruction performs procedure for appointment and compensation of employees of public institution "Medical center" of Executive office of the President of the Republic of Tajikistan (further - the Center) on the basis of the single principles of compensation on. to single scale of charges taking into account tariff coefficients and the minimum size of the salary.

2. The salary system, the sizes of the tariff charges, salaries, different payments for employees of the Center financed from the republican budget are established by legislative and other regulatory legal acts of the Republic of Tajikistan.

3. Compensation of employees of the Center is established and made in proportion to worked time, proceeding from official pay rate (tariff charge) on the single scale of charges approved by regulations of the Ministry of Health and Social Protection of the Republic of Tajikistan.

4. Compensation of employees of the Center consists from permanent and variable share. The permanent share of earnings consists of hour and (or) monthly official pay rates (tariff charges). Variable

8. The state guarantees in the field of compensation extend to the workers consisting in employment relationships with employers.

9. Compensation cannot be lower than the minimum size of the salary established by the state and is not limited to any maximum.

10. This Instruction is applied to the employees of the Center allowed in accordance with the established procedure to medical and pharmaceutical activities to the specialists equated on compensation to health and pharmaceutical workers, and also to other employees of the Center.

11. Change of the sizes of official pay rates, charge of the established allowances and surcharges determining the salary of workers is made since the moment (from the date of):

- position assignments of the specialist of the corresponding qualification;

- assignments of qualification category, category;

- award of academic degree.

12. The head of the Center bears material and disciplinary responsibility for timely and correct determination of the sizes of the salary of workers on the basis of tariffing of works and establishment of job grades. In case of factual determination of violation in compensation determination to workers the head of organization shall take measures to immediate correction of the revealed violation and pay or find to the worker the amount which is due to it (it is less or more) in accordance with the established procedure.
