In pursuance of the Presidential decree of the Republic of Uzbekistan of January 28, 2019 No. UP-5644 "About First-priority Measures for Increase in Responsibility of the Cabinet of Ministers of the Republic of Uzbekistan for Efficiency of Realization of Strategic Tasks of Social and Economic Development of the Country" and resolutions of the President of the Republic of Uzbekistan of January 28, 2019 No. PP-4136 "About implementation of qualitatively new system of the organization of work of the Government of the Republic of Uzbekistan" the Cabinet of Ministers decides:

1. Approve Regulations on Personnel department of the office of the Cabinet of Ministers of the Republic of Uzbekistan according to appendix.

2. Third Item 1 of the resolution of the Cabinet of Ministers of December 20, 2017 "About approval of regulations on functional departments of the Office of the Cabinet of Ministers of the Republic of Uzbekistan" and appendix No. 2 to it to consider the paragraph No. 1000 invalid.

3. To impose control of execution of this resolution on the Managing director of the office of the Cabinet of Ministers of the Republic of Uzbekistan R. V. Abdukadyrov.

Regulations on Personnel department of the office of the Cabinet of Ministers of the Republic of Uzbekistan

Chapter 1. General provisions

1. The personnel department of the office of the Cabinet of Ministers of the Republic of Uzbekistan (further - Department) is the functional structural division of the office of the Cabinet of Ministers of the Republic of Uzbekistan (further - the office of the Cabinet of Ministers) providing jointly with structural divisions of the office of the Cabinet of Ministers the organization of high-quality matching and placement of personnel, forming and preparation of reserve of personnel in the office of the Cabinet of Ministers.

2. The department in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers, Regulations on the office of the Cabinet of Ministers, the Instruction on clerical work in the office of the Cabinet of Ministers, and also this Provision.

3. The department of the questions entering its competence is subordinated to the Prime Minister of the Republic of Uzbekistan, at the same time its activities are coordinated by the Managing office of the Cabinet of Ministers.

4. The department performs the activities in interaction with other structural divisions of the office of the Cabinet of Ministers, bodies of the public and economic board, executive bodies on places, other bodies and the organizations.

Chapter 2. Tasks and functions of Department

5. The main objectives of Department are:

a) preparation at the request of management of the Cabinet of Ministers of draft documents concerning appointment to positions and releases from posts of leading employees of bodies of the public and economic board according to the approved nomenclature;

b) the organization jointly with structural divisions of the office of the Cabinet of Ministers:

timely and high-quality completing of structural divisions of the office of the Cabinet of Ministers by ranking officers and technicians of required specialties, qualification and work experience, and also holding individual interviews and certification for the scheme according to appendix No. 1 to this Provision;

coordination of work on forming and preparation of reserve of personnel to positions of ranking officers of structural divisions of the office of the Cabinet of Ministers, systematic updating of its structure according to the scheme according to appendix No. 2 to this Provision;

implementation of monitoring of work with reserve of personnel to positions of heads and specialists of structural divisions of the office of the Cabinet of Ministers;

preparation of offers on increase in professional level and qualification, and also retraining of workers of the office of the Cabinet of Ministers;

certification and other types of assessment of professional level and business qualification of ranking officers and technicians of the office of the Cabinet of Ministers;

carrying out analysis of high-quality list of ranking officers of the office of the Cabinet of Ministers, heads of structural divisions and specialists of central offices of bodies of the public and economic board;
