About measures for cardinal enhancement of system of training of candidates for positions of judges, retrainings, advanced trainings of judges and workers of the office of courts
For last period in the judicial and legal sphere of the country the large-scale work directed to forming of authentic independent judicial authority and increase in her authority, law enforcement in activities of the courts on administration of law is done.
At the same time, the analysis of the operating system of training in the judicial and legal sphere revealed number of the problems which are negatively influencing implementation of the high standards necessary for forming of the professional and competent judicial case, in particular:
the first, the existing procedure for training of candidates for positions of judges is ineffective and excessively resource-intensive that negatively affects forming of qualified reserve of judicial personnel;
the second, the existing curricula and programs, and also approaches to the organization of training of candidates for positions of judges, retrainings, advanced trainings of judges and workers of the office of courts do not conform to modern requirements, without providing communication of educational process with law-enforcement practice in due measure;
third, the inefficient system of the organization of training of candidates for judges performed without separation from principle place of employment does not stimulate instilling of necessary practical skills in them;
the fourth, the obsolete educational and methodical base and lack of close connection of research activities and educational process with law-enforcement practice leads to forming at listeners of "sample thinking" without creative approach in decision making.
For the purpose of further enhancement of system of training of candidates for positions of judges, retraining, advanced training of judges and workers of the office of courts taking into account the tasks determined in the Strategy of actions by five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:
1. Determine the main objectives of system of training of candidates for positions of judges, retrainings, advanced trainings of judges and workers of the office of courts:
organization of single system of training of candidates for positions of judges, retrainings, advanced trainings of judges and workers of the office of courts;
development in candidates for positions of judges of theoretical knowledge, professional ethics, psychology, skills of business communication and time management, tactics of negotiating, technology of work with information, interpretation and applications of rules of law;
organization of qualitatively new system of passing of training of candidates for positions of judges, including providing close connection of research activities and educational process;
implementation in educational process of the interactive training methods developing skills of record keeping and the critical analysis, acceptance of reasoned decisions with use innovative pedagogical and information and communication technologies;
acquaintance of candidates for positions of judges with urgent innovations in the legislation, condition and tendencies of domestic and foreign law-enforcement practice and rule-making activities.
2. Implement procedure since January 10, 2019:
the training of highly qualified personnel for replacement of positions of judges directed to training in skills of implementation of judicial activities and the organization of the work of the courts, professional ethics, business communication, time management, forming of scientific and analytical and creative potential of judicial personnel performed on grant basis according to the one-year educational program of magistracy on rates of training of candidates for positions of judges;
