About the Advisory committee on competition policy, anti-monopoly regulation and the state price regulation

According to Items 7 and 44 of the Regulations on the Euroasian economic commission (appendix No. 1 to the Agreement on the Eurasian Economic Union of May 29, 2014) the Board of the Euroasian economic commission solved:

1. Create the Advisory committee on competition policy, anti-monopoly regulation and the state price regulation.

2. Approve the enclosed Regulations on the Advisory committee on competition policy, anti-monopoly regulation and the state price regulation.

3. Ask the governments of state members of the Eurasian Economic Union in 15-day time from the date of the introduction of this Decision in force to present to the Euroasian economic commission candidacies for inclusion in structure of Advisory committee for competition policy, anti-monopoly regulation and the state price regulation.

4. Recognize invalid:

The decision of Board of the Euroasian economic commission of July 5, 2012 No. 200 "About the Advisory committee on the competition, anti-monopoly and price regulation and the public (municipal) procurements";

The decision of Board of the Euroasian economic commission of March 12, 2014 No. 40 "About modification of the Decision of Board of the Euroasian economic commission of July 5, 2012 No. 200";

The decision of Board of the Euroasian economic commission of June 20, 2017 No. 67 "About modification of the Regulations on the Advisory committee on the competition and anti-monopoly regulation, price regulation and the public (municipal) procurements";

Item 1 of the order of Board of the Euroasian economic commission of November 14, 2017 No. 161 "About structure of Advisory committee on the competition and anti-monopoly regulation, price regulation and the public (municipal) procurements";

the order of Board of the Euroasian economic commission of May 10, 2018 No. 84 "About modification of structure of Advisory committee on the competition and anti-monopoly regulation, price regulation and the public (municipal) procurements".

5. This Decision becomes effective after 30 calendar days from the date of its official publication.

Regulations on the Advisory committee on competition policy, anti-monopoly regulation and the state price regulation

I. General provisions

1. The advisory committee on competition policy, anti-monopoly regulation and the state price regulation (further – Committee) is created under Board of the Euroasian economic commission (further respectively – Board, the Commission) according to Items 7 and 44 of the Regulations on the Euroasian economic commission (appendix No. 1 to the Agreement on the Eurasian Economic Union of May 29, 2014).

The committee is consultative body of the Commission on questions of competition policy, anti-monopoly regulation and the state price regulation within the Eurasian Economic Union (further – the Union).

2. The committee in the activities is guided by the Agreement on the Eurasian Economic Union of May 29, 2014, other international treaties and acts constituting the right of the Union, the Regulations of work of the Euroasian economic commission approved by the Decision of the Supreme Euroasian economic council of December 23, 2014 No. 98, and also this Provision.

II. Main objectives of Committee

3. The main objectives of Committee are:

a) carrying out consultations with representatives of public authorities of state members of the Union (further – state members) on questions in the field of competition policy, anti-monopoly regulation and the state price regulation;

b) preparation of offers for state members on questions in the field of competition policy, anti-monopoly regulation and the state price regulation;

c) development of recommendations and offers for the Commission on the questions in the field of competition policy, anti-monopoly regulation and the state price regulation specified in Items 17 – the 19th this provision;

d) consideration of other questions within the competence.

III. Structure and procedure for forming of Committee (subcommittees)

4. The structure of Committee is created of heads (deputy managers) of public authorities of state members (and of members of collegiate organs of state members).

5. Under Committee the following subcommittees acting on the permanent basis and being working bodies of Committee are created:

subcommittee on competition policy;

subcommittee on anti-monopoly regulation;

subcommittee on the state price regulation.

For realization of the tasks specified in Item 3 this provision under Committee other subcommittees can be created.

The structure of subcommittees is created of heads and the staff of structural divisions of public authorities of state members.

By the invitation of the chairman of subcommittee for participation in discussion of questions at meeting of subcommittee officials and the staff of structural divisions of the Commission can participate.
