About the Program of safety of food products of the Republic of Tajikistan for 2019-2023

According to article 13 of the constitutional Law of the Republic of Tajikistan "About the Government of the Republic of Tajikistan" for the purpose of safety of food products in the republic, the Government of the Republic of Tajikistan decides:

1. Approve the Program of safety of food products of the Republic of Tajikistan for 2019-2023 it (is applied).

2. Accomplishment of the Program of safety of food products of the Republic of Tajikistan for 2019-2023 to perform within the provided public budgetary funds, and also attraction of financial resources of investments (grants) of the domestic and foreign organizations and other sources which are not prohibited by the legislation.

3. To committee of food security under the Government of the Republic of Tajikistan, to the Ministries of economic development and trade, finance, agricultural industry and to the State committee on investments and management of state-owned property of the Republic of Tajikistan, for the purpose of accomplishment of this program to take necessary measures for attraction of internal and external investments.

4. Under the Government of the Republic of Tajikistan together with the relevant ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, cities and areas to provide to committee of food security effective implementation of this program and annually till February 10 to provide information on the course of its accomplishment to the Government of the Republic of Tajikistan.

The program of safety of food products of the Republic of Tajikistan for 2019-2023

1. General provisions

1. The program of safety of food products of the Republic of Tajikistan for 2019-2023 (further - the Program) is the industry program developed on the basis by article 13 of the constitutional Law of the Republic of Tajikistan "About the Governments of the Republic of Tajikistan", the National development strategy for the period till 2030 and the Item 45 Actions plan on accomplishment of the tasks set by the president's letter of the Republic of Tajikistan of December 22, 2017 "About the directions of domestic and foreign policy of the Republic of Tajikistan", the approved order of the President of the Republic of Tajikistan of December 29, 2017, No. AP-984.

2. Safety of food products is important part of homeland and economic safety of the country, and ensuring food security depends on general dynamics of economic and social development of the country. Food security is considered as guaranteed by the state requirements satisfaction capability in food at the level providing normal life of the population.

3. Safety issues of food products have close connection with the policy of the state aimed at sustainable development, and transition to sustainable development in general, includes discussion of questions of economic development in the context of human values and effective use of natural resources.

4. Main goals of development of the Program are:

- refusal of regular controls questions of ensuring food security in the country;

- expansion of the target tendencies of safety of food products directed on improvement of quality of food and health of the population;

- coordination of questions of safety of food products with use of the concept of food security is based on world practice on four elements: food availability, their availability, use and stability.

5. Taking into account national interests, feature of development of agricultural industry, the level of dependence of security status of food products on the foreign markets, the Program includes four main directions:

- condition of providing food products in the country;

- real access to food products;

- ensuring development of production, quality, assortment and nutritiousness of food products;

- ensuring checks and monitoring of safety of food products.

6. The condition of providing food products means ratio of quantity and quality of safe and sufficient food on every period of time. In other words, in any period of time in the country there shall be enough food.

7. The analysis and questions of condition of providing food products in the country in interrelation with the following factors is reflected: own production, food inventories, import and export, food aid.

8. In this Section questions of internal production in their interrelation with condition of natural resources are reflected (the earth, pastures, water supply, etc.).
