About measures for radical enhancement of system of preparation, retraining and advanced training of personnel of bodies of prosecutor's office
The performed transformations in the country, new priorities of social and economic development and task on ensuring rule of law and strengthening of legality cause need of further enhancement of system of the organization of preparation, retraining and advanced training of personnel of bodies of prosecutor's office.
For last period certain educational and scientific potential on training of prosecution agencies workers in knowledge and skills necessary for the complex analysis of condition of law enforcement, timely taking measures to elimination of the reasons and conditions of making of violations of the law, ensuring protection of the rights and freedoms of citizens, full support of subjects of entrepreneurship is created.
In particular, since 2007 in structure of the Prosecutor General's Office of the Republic of Uzbekistan the Higher educational rates performing retraining of the managerial personnel and advanced training of prosecution agencies workers are effective. For the period 2007 - 2017 on Higher educational rates advanced training of 4 318 workers and retraining 186 managerial personnel of bodies of prosecutor's office are performed.
At the same time determination of essentially new activities of bodies of prosecutor's office, increase in their role in realization of the performed reforms and transformations require forming of the worthy personnel structure capable to effectively carry out objectives.
According to the tasks determined by the Strategy of actions by five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 and also for the purpose of creation of modern system of preparation, retraining and advanced training of personnel of bodies of prosecutor's office:
1. Transform Higher educational rates of the Prosecutor General's Office of the Republic of Uzbekistan to Academy of the Prosecutor General's Office of the Republic of Uzbekistan (further - Academy).
2. Determine the main objectives and activities of Academy:
the organization of single system of the preparation, retraining and advanced training of prosecution agencies workers providing development and enhancement of their knowledge and skills including for systems analysis and critical thinking, personal and business qualities, forming and strengthening of high sense of justice and responsibility for strict compliance with laws, the rights and freedoms of citizens;
widespread introduction modern pedagogical and information and communication technologies, distance training, interactive and problem and situational training methods and trainings;
scientific and methodical ensuring activities of bodies of prosecutor's office, carrying out basic, applied and innovative researches, realization on system basis of research programs and projects for the most urgent problems of ensuring rule of law, strengthening of legality, protection of the rights and freedoms of the citizens and subjects of entrepreneurship protected by the law of interests of society and state, prevention of offenses including with attraction of national, foreign and international grants;
development of evidence-based withdrawals and recommendations about enhancement of the legislation and forming of uniform law-enforcement practice;
the training on specialties of magistracy based on applied nature of training and close interrelation with professional activity of bodies of prosecutor's office;
preparation scientific and research and educational personnel of the top skills on activities of bodies of prosecutor's office;
advanced training of staff of state bodies and other organizations for interaction in the sphere of prevention of offenses and fight against crime and corruption;
