1. Approve the enclosed Rules of preparation, retraining and advanced training of government employees.

2. This resolution becomes effective from the date of its first official publication.

Rules of preparation, retraining and advanced training of government employees

1. These rules of preparation, retraining and advanced training of government employees (further - Rules) articles 10, Item 4 of article 34 of the Law of the Republic of Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan" are drafted according to the subitem 15) (further - the Law) and determine procedure for preparation by programs of postgraduate education, retraining and advanced training of government employees for the programs of additional education in the organizations of education provided by these rules.

Chapter 1. Preparation and retraining of government employees

2. Training of government employees is performed on the basis of the state educational order in the direction of state body in Academy of public administration in case of the President of the Republic of Kazakhstan (further - Academy of public administration) and Academies of justice under the Supreme Court of the Republic of Kazakhstan (further - Academy of justice).

The term of training in programs of postgraduate education and procedure for revenues to training are determined by the Regulations of Admission to training approved by the relevant organizations of education.

In case of the direction by state body of the government employee on training within the state order in programs of postgraduate education, it is granted leave non-paid and behind it the place of employment (position) remains.

The document confirming complete development of the professional educational program of postgraduate education is issued to the government employees who successfully finished training.

3. Retraining of the persons which for the first time arrived on classified public service of the case "B" or appointed for the first time to the leading managerial position of the case "B" is performed in Academy of public administration and its branches (further - branches).

4. In Academy of public administration there undergo retraining government employees of the case "B" of groups of categories "A", "B", categories C-1, C-2, C-3, C-4, C-5, C-O-1, C-O-2, D-1, D-2, D-3, D-O-1, D-O-2, E-1, E-2, except for of government employees of categories C-1, C-2, C-3, C-4, C-5, of the state bodies located in the city of republican value for whom passing of retraining in branch of Academy of public administration is allowed.

In branches of Academy of public administration there undergo retraining government employees of the case "B" of categories C-O-3, C-O-4, C-O-5, C-O-6, C-R-1, C-R-2, C-R-3, C-R-4, C-R-5, D-4, D-5, D-O-3, D-O-4, D-O-5, D-O-6, E-3, E-4, E-5, E-R-1, E-R-2, E-R-3, E-R-4, E-R-5, E-G-1, E-G-2, E-G-3, E-G-4.

5. Government employees go for retraining no later than six months from the date of position assignment.

6. The government employees who for the first time arrived on classified public service of the case "B" undergo retraining in the internal and/or combined (internal and remote) forms.

7. The government employees for the first time appointed to the leading managerial state position of the case "B" undergo retraining in presentia. Persons who have at least 1 (one) year of work experience on executive positions in the previous fields of activity in the quasi-public sector and/or on civil service are exempted from retraining.

8. Duration of terms of retraining constitutes at least 120 class periods.

9. The document confirming completion of rates of retraining is issued to the government employees who successfully finished retraining.

Chapter 2. Advanced training of government employees

11. Advanced training of political government employees and administrative government employees of the case "A" is performed in Academy of public administration.

12. Administrative government employees of the case "A" undergo advanced training at least once in three years.

Advanced training is carried out in the direction corresponding to functional obligations of the government employee.

13. Advanced training of political government employees and administrative government employees of the case "A" can be performed according to training programs of Academy of public administration and its branches with the invitation of foreign teachers.

14. In Academy of public administration there undergo advanced training the serving cases "B" of groups of categories A, B, categories C-1, C-2, C-3, C-4, C-5, C-O-1, C-O-2, D-1, D-2, D-3, D-O-1, D-O-2, E-1, E-2.
