About approval of the Single veterinary (veterinary and sanitary) requirements imposed to the objects which are subject to veterinary control (supervision)

According to Item 2 of article 58 of the Agreement on the Eurasian Economic Union of May 29, 2014 and Item 22 of appendix No. 2 to the Regulations of work of the Euroasian economic commission approved by the Decision of the Supreme Euroasian economic council of December 23, 2014 No. 98, Board of the Euroasian economic commission solved:

1. Approve the enclosed Single veterinary (veterinary and sanitary) requirements imposed to the objects which are subject to veterinary control (supervision).

2. Determine that concerning the organizations and faces included before date of the introduction of this Decision in force in the register of the organizations and persons performing production, conversion and (or) storage of the goods moved from the territory of one state member of the Eurasian Economic Union on the territory of other state member of the Eurasian Economic Union within 18 months from the date of the introduction of this Decision in force implementation of activities according to the mandatory requirements to the objects which are subject to veterinary control (supervision) which are earlier established by the legislation of state member of the Eurasian Economic Union in the territory of which the corresponding object is located is allowed.

3. This Decision becomes effective after 180 calendar days from the date of its official publication.

The single veterinary (veterinary and sanitary) requirements imposed to the objects which are subject to veterinary control (supervision)

I. General provisions

1. These Requirements are developed according to Item 2 of article 58 of the Agreement on the Eurasian Economic Union of May 29, 2014 and are obligatory for execution by legal entities, the physical persons including registered as individual entrepreneurs to whom belong on the property right or on other legal cause the parcels of land, buildings, structures, constructions, places of warehousing (storage) in which activities for cultivation (cultivation and content), production, conversion and storage of the goods which are subject to veterinary control (supervision), and data on which join, are performed (are included) in the register of the organizations and persons performing production, conversion and (or) storage of the goods moved from the territory of one state member of the Eurasian Economic Union (further - state member) on the territory of other state member, and also owners (owners) of the vehicles performing movement of the specified goods.

2. When conducting check (inspection), including joint check (inspection) of objects, the included (included) in register organizations and faces performing production, conversion and (or) storage of the goods moved from the territory of one state member on the territory of other state member, inspectors estimate them on compliance to these Requirements, the acts entering the right of the Eurasian Economic Union, and also to requirements of the legislation of state member imposed to these objects in the territory of which these objects are located.

II. Determinations

3. For the purposes of these Requirements concepts which mean the following are used:

"biological waste" - corpses of animals and bird, the abortirovanny and mortinatus fruits and fetal covers, veterinary seized properties, other waste received in case of conversion of food and non-food raw materials of animal origin, the tissues of animals received during veterinary manipulations;

"veterinary and preventive Item" - the building (room) intended for out-patient and hospitalization of animals including birds and fishes, holding preventive veterinary actions;

"veterinary sanitary inspection room" - the building (room) located in case of entrance on the territory of object and (or) in case of entrance to the isolated production zones and intended for carrying out cleansing of service personnel and visitors, and also for disinfection of their clothes and footwear;

"veterinary seized property" - products of animal origin recognized by results of veterinary and sanitary examination unsuitable for use in the food purposes and also products of animal origin which are selected for conducting veterinary and sanitary examination;

"disinvasion" - complex of the actions directed to destruction in the external environment of eggs and larvae of helminths (worms) causing helminthic diseases of animals;

"disinsection" - complex of the actions directed to extermination of insects with use of ad physical, chemical and biological hoc methods;

"disinfection" - complex of the actions directed to destruction in the external environment of causative agents of infectious diseases and interruption of ways of transfer of infectious agents;

"delarvation" - complex of the actions directed to destruction of larvae of parasites with use of physical, chemical and biological methods;

"deratization" - complex of the actions directed to extermination of rodents;
