About creation of necessary conditions for peaceful settlement of situation in certain districts of the Donetsk and Luhansk regions

Verkhovna Rada of Ukraine,

aiming at recovery of territorial integrity of Ukraine,

emphasizing that sovereignty of Ukraine extends to all its territory which within internationally acknowledged border is complete and inviolable,

remaining devoted to peaceful settlement of situation in certain districts of the Donetsk and Luhansk regions on the basis of the principles and rules of international law and the Charter of the UN,

aiming to create necessary conditions for continuation of process of peaceful settlement,

for the purpose of assistance to the fastest recovery of law and order and normal activity in settlements in the Donetsk and Luhansk regions, to return of citizens to places of their permanent residence,

being guided by the aspiration to recover constitutional rights and freedoms of citizens, and also the rights and legitimate interests of legal entities,

caring for preserving lives of civilians and the Ukrainian defenders,

highly appreciating the international efforts aimed at complete providing territorial integrity and sovereignty of Ukraine within internationally acknowledged border

aiming at further consolidation of the international support of Ukraine in the course of peaceful settlement,

creating necessary conditions for expansion in certain districts of the Donetsk and Luhansk regions of peacekeeping transaction of the UN, in particular taking into account the Resolution of the Verkhovna Rada of Ukraine of March 17, 2015 to No. 253-VIII "About approval of addresses on behalf of Ukraine to the Security Council of the United Nations and the Council of the European Union concerning expansion in the territory of Ukraine of the international peace support operation and safety",

decides:

1. Article 1 of the Law of Ukraine "About special procedure for local self-government in certain districts of the Donetsk and Luhansk regions" (2014, 45, the Art. 2043) to state sheets of the Verkhovna Rada of Ukraine to No. in the following edition:

"Article 1. According to this Law it is temporary, for the term which comes to an end in one year from the date of entry into force of the Law of Ukraine "About creation of necessary conditions for peaceful settlement of situation in certain districts of the Donetsk and Luhansk regions", the special procedure for local self-government in certain districts of the Donetsk and Luhansk regions to which areas, the cities, the settlement, villages which are determined by the decision of the Verkhovna Rada of Ukraine (further - certain districts of the Donetsk and Luhansk regions) belong is entered".

2. Determine that according to article 10 of the Law of Ukraine "About special procedure for local self-government in certain districts of the Donetsk and Luhansk regions" the special procedure for local self-government in certain districts of the Donetsk and Luhansk regions becomes effective only after accomplishment of all conditions stated in article 10 of the specified Law, in particular in the part concerning conclusion of all illegal armed groups, their military equipment, and also fighters and mercenaries from the territory of Ukraine.

3. This Law becomes effective from the date of its publication.
