About approval of the Regulations on procedure for delivery of health care in the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan at the expense of means of the Government budget of the Republic of Uzbekistan

For the purpose of improvement of quality of delivery of health care in the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan and integration of organization activity providing out-patient and polyclinic and stationary medical care and also effective and target use of the funds allocated from the Government budget of the Republic of Uzbekistan for health care system, the Cabinet of Ministers decides:

1. Approve and enact since December 1, 2017 Regulations on procedure for delivery of health care in the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan at the expense of means of the Government budget of the Republic of Uzbekistan according to appendix.

2. To the Ministry of Health of the Republic of Uzbekistan:

provide bringing to data of heads and employees of the subordinated medical organizations and the population, including through mass media, essences and values of the Provision approved by this resolution;

together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

3. To impose control of execution of this resolution on the Minister of Health of the Republic of Uzbekistan A. K. Shadmanov and Information analysis department concerning health care, ecology, environmental protections, physical culture and sport of the Cabinet of Ministers of the Republic of Uzbekistan.

Regulations on procedure for delivery of health care in the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan at the expense of means of the Government budget of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision determines procedure for the direction of patients for delivery of health care in the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan (further - the medical organizations) and rendering medical care to them in the medical organizations at the expense of means of the Government budget of the Republic of Uzbekistan.

2. Action of this Provision extends to the medical organizations of district, regional and republican level containing at the expense of means of the Government budget of the Republic of Uzbekistan or receiving financing from the Government budget of the Republic of Uzbekistan on payment of medical care for the preferential contingent of persons.

Action of this Provision does not extend much rendering emergency and emergency medical service.

3. Types, amounts and the quality standards of medical care are determined by the Ministry of Health of the Republic of Uzbekistan.

4. In this Provision the following basic concepts are applied:

the patient - physical person to which medical care is provided or which addressed for delivery of health care irrespective of availability at it of disease and from state of his health;

the preferential contingent of patients - category of patients to whom medical care is provided at the expense of means of the Government budget of the Republic of Uzbekistan in connection with their social status and/or availability of some diseases determined by decisions of the President of the Republic of Uzbekistan, the Government of the Republic of Uzbekistan and the Ministry of Health of the Republic of Uzbekistan in the procedure established by the legislation;

out-patient medical care - the medical care provided to the patients who are not needing the round-the-clock observation;

stationary medical care - the medical care provided to the patients needing the round-the-clock observation, treatment and leaving;

hospitalization - the placement of the patient to the medical organization for rendering stationary medical care;

the medical screening committee - the commission created under the medical organizations of district (city), regional (Tashkent) and republican levels for determination of availability at the patient of indications to hospitalization.
