About approval of the Temporary payment procedure of work of employees of the pilot organizations of health care of the Issyk kul region

For the purpose of reforming and enhancement of payment terms of work of employees of the organizations of health care of the Tyupsky, Tonsky and Dzheti-Oguzsky districts of the Issyk kul region participating in the pilot project "Autonomy of the organizations of health care" approved by the order of the Government of the Kyrgyz Republic of January 17, 2017 No. 10-r according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve the Temporary payment procedure of work of employees of the pilot organizations of health care of the Issyk kul region (further - work Payment procedure) according to appendix.

2. Determine that action of the order of the Government of the Kyrgyz Republic "About approval of the Regulations on compensation of workers of health care of the Kyrgyz Republic" of May 26, 2011 No. 246 does not extend to the pilot organizations of health care of the Issyk kul region specified in appendix 1 to the order of the Government of the Kyrgyz Republic of January 17, 2017 No. 10-r.

3. To the Ministry of Health of the Kyrgyz Republic and Fund of compulsory medical insurance under the Government of the Kyrgyz Republic:

- till October 1, 2017 to develop and approve by the joint order the score card of results of activities of the pilot organizations of health care;

- till December 20, 2017 to provide carrying out optimization of structure of the pilot organizations of health care and the saved means to direct to improvement of quality of provision of medical services;

- provide quarterly monitoring of implementation of the Payment procedure of work and provision of the report following the results of realization of pilot project "Autonomy of the organizations of health care" for consideration of the Government of the Kyrgyz Republic till March 1, 2019.

4. To impose control of execution of this resolution on department of social development of Government office of the Kyrgyz Republic.

5. This resolution is subject to official publication, becomes effective since January 1, 2018 and is effective till December 31, 2018.

Temporary payment procedure of work of employees of the pilot organizations of health care of the Issyk kul region

I. General provisions

1. This Temporary payment procedure of work of employees of the pilot organizations of health care of the Issyk kul region (further - the Procedure) is applied in the organizations of health care of the Tyupsky, Tonsky and Dzheti-Oguzsky districts of the Issyk kul region participating in pilot project "Autonomy of the organizations of health care" and affects the period of its carrying out.

2. The wages system of employees of the pilot organizations of health care provides contractual relations between the employer and the worker according to appendix to this Procedure.

In the employment contract the type and amount of activities, the duration of the agreement, and also the amount of the monthly salary guaranteed by the signed agreement and conditions of additional stimulation by results of activities are specified.

3. All payments to employees of the pilot organizations of health care are made within the salary fund approved by the budget for the corresponding financial year.

II. Basic concepts and determinations

4. In this Procedure the following concepts and determinations are used:

the salary guaranteed by the agreement - the established amount of remuneration (compensations) for the work approved between the employer and the worker;

the additional salary - payments over the salary guaranteed by the agreement for stimulation of workers to improvement of quality and results of the activities;

the score card - the form reflecting results of work of structural division of the organization of health care for the estimated period. The score card consists of several categories, each of which has the quantitative and high-quality indicators on job evaluation of administrative personnel, doctors, nurses, nurses and other personnel of the organization.

III. The salary guaranteed by the agreement

5. The salary guaranteed by the agreement includes:

- basic salary;

- payments of the compensatory, stimulating nature;

- the allowances guaranteed by the legislation of the Kyrgyz Republic.

6. The size of the salary established in the employment contract cannot be below the guaranteed wage paid to the worker before execution of an employment agreement.

7. The procedure for provision to workers of the next labor leaves and compensations according to sheets of temporary disability is established according to the legislation of the Kyrgyz Republic and is reflected in the employment contract.

8. Surcharge for combination of professions/positions and accomplishment of obligations of temporarily absent worker is made according to the labor law of the Kyrgyz Republic.
