Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of the relations in the field of protection of children from information doing harm to their health.

Article 2. The legislation on protection of children from information doing harm to their health

The legislation on protection of children from information doing harm to their health consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about protection of children from information doing harm to their health then are applied rules of the international treaty.

Article 3. Coverage of this Law

This law governs the relations connected with protection of children from information doing harm to their health.

Operation of this Law does not extend to the relations in the sphere of turnover of the information products which are containing scientific, scientific and technical, statistical information or having considerable historical, art or other cultural value for society.

Article 4. Basic concepts

In this Law the following basic concepts are applied:

information products - products of mass media intended for turnover in the territory of the Republic of Uzbekistan, printed materials, audiovisual products on any kinds of carriers, the information distributed with use of the software, placed in networks of telecommunications, including on the world information Internet, computer games, and also information distributed by means of spectacular actions;

turnover of information products - provision and (or) distribution of information products, including its sale (including distribution on subscription), lease, hire, distribution, issue from funds of information and library organizations, public display, public performance (including by means of on-air or cable broadcasting, spectacular actions), placement in networks of telecommunications, and also on the world information Internet;

age classification of information products - distribution of information products on age categories of children taking into account its scope, genre, content and decorating, features of perception of information which is available in it by children of certain age category, probability of causing by information of harm to health of children containing in it;

sign of age category of information products - graphic and (or) text symbol of age category of information products;

children are persons before achievement of age of eighteen years (age of majority);

health of children - condition of physical, mental and social wellbeing of children;

information doing harm to health of children - information products which distribution among children is forbidden or limited according to this Law;

the expert - person who underwent accreditation at specially authorized state body for conducting examination of information products and making the expert opinion or implementation of age classification of information products.

Article 5. The main directions of state policy in the field of protection of children from information doing harm to their health

The main directions of state policy in the field of protection of children from information doing harm to their health are:

creation legal, social and economic, organizational and the specifications providing protection of children from information doing harm to their health, and also development of scientific and applied researches in this sphere;

prevention of illegal information and psychological impact on consciousness of children, manipulations them, distribution of the information products provoking children to antisocial actions and also prevention of offenses in this sphere;

support of activities of self-government institutions of citizens, non-state non-profit organizations, other institutes of civil society, physical persons and legal entities in the field of protection of children from information doing harm to their health;

development and enhancement of criteria, mechanisms and techniques of classification of information doing harm to health of children, implementation of hardware-software and technical means of ensuring information security of children.

Chapter 2. The bodies and the organizations performing and participating in activities for protection of children from information doing harm to their health

Article 6. Powers of the Cabinet of Ministers of the Republic of Uzbekistan in the field of protection of children from information doing harm to their health

Cabinet of Ministers of the Republic of Uzbekistan:

provides realization of single state policy in the field of protection of children from information doing harm to their health;
